To connect to the electronic interoperability system "Tunduk" (hereinafter- EIS "Tunduk") you should:

1. Fill out the application for connection to the EIS “Tunduk”. 

This document should be printed, filled out, signed by the Head of the State Enterprise and sent to the "Electronic Interoperability Center "Tunduk"  (EIC):

The application contains the following information:

  • name and address of the participant applying for joining the EIS "Tunduk";
  • name (full name, position) of the authorized employee responsible for maintaining and administering the information system, for the accuracy of information entered into the information system, as well as for connecting and exchanging information (electronic documents) through the EIS "Tunduk", who is authorized to sign an agreement on joining/interacting on behalf of a state agency or other organization with the operator of the EIS "Tunduk".

2. Enter into an agreement with the State Enterprise "Tunduk" on joining/interaction, which prescribes the rights and obligations of the parties when connecting to the EIS "Tunduk:

3. Prepare a server / virtual machine with the minimum technical specifications (Ubuntu 18.04 LTS, 64-bit, 8 GB RAM, 80GB free disk space, a dedicated static "white" IP address);

The minimum requirements for the security server:

  • The server hardware (motherboard, CPU, network cards, storage systems) must be fully supported by the Ubuntu 18.04 operating system;
  • 64-bit Intel dual-core, AMD or compatible processor;
  • Support for AES instructions is highly recommended;
  • Minimum 4 GB of RAM (8 GB recommended for industrial use);
  • 100 Mbps network interface;
  • If necessary, interfaces for using hardware tokens;
  • Configuration requirements: Installed and configured Ubuntu 18.04 LTS x86-64 operating system.
  • Availability of a dedicated static (white) IP address.

A security server can serve multiple information systems.

4. Get two electronic digital signatures and one key carrier (Smart-card, USB Token, Hardware Security Module).

Electronic digital signatures are issued for a certain period of time and need to be updated in a timely manner (additional information on the website of SE "Infocom"). After that, you need to contact the employees of the State Enterprise "Tunduk" for further configuration and installation of the necessary software (phone: 0 (312) 988 123);

5. Register your information system in the Catalog of Interagency Interaction solutions.

To do this, you need to contact the State Enterprise "Tunduk" to get access to the Catalog. According to the legislation of the Kyrgyz Republic, the participant of EIS "Tunduk" is obliged to describe and register its information system and all services provided through EIS "Tunduk" in the Catalog. The participant of EIS "Tunduk" is obliged to register new services in the Catalog before the start of rendering these services through EIS "Tunduk". The operator of the EIS "Tunduk" makes a decision about connection of participant based on the data provided;

After receiving the application, the operator of EIS "Tunduk" grants the specialist, determined by the state agency or organization, the right to enter and change online data about the participant of EIS "Tunduk", its information system and services provided in the Catalog.

Important: The state or municipal body will not be able to connect to the EIS "Tunduk" in the absence of information systems.

 

Necessary information on the order of connection to EIS "Tunduk"

To join the EIS "Tunduk", the participant must (the regulations are prescribed in the resolution Government of the Kyrgyz Republic "On Approval of Requirements for Interaction of information systems in the system of electronic interoperability system "Tunduk" No. 200 dated April 11, 2018):

—  ensure safe and uninterrupted operation of its information system in accordance with the requirements established by the operator of EIS "Tunduk" and above Requirements when joining EIS "Tunduk";

— install a security server, create an information system adapter, if necessary-a local monitoring center, as well as ensure the operability of your information system in EIS "Tunduk" in accordance with these Requirements;

— provide archiving of log files of requests for services with the required frequency of archiving and in accordance with the list of archived information, determine the persons who have the right to access the archived log files, as well as determine the conditions for such access;

— ensure that the necessary security measures are applied to your information system and information protection;

— register the services provided in the Catalog in accordance with these Requirements, and keep the information available in the Catalog up-to-date;

— enter into a service level agreement (Service level agreement — SLA) with another participant of EIS "Tunduk", organize and provide access to services within the period agreed by the parties of interaction;

— immediately notify the operator of EIS "Tunduk" about interruptions in the provision of services, planned and preventive work in its information system, about any violations and failures in the operation of EIS "Tunduk";

— determine the authorized persons who have the right to submit requests for services through the EIS "Tunduk", ensure their unambiguous identification in their information system and transfer the identifier of such authorized person in the request for service.

The operator of EIS "Tunduk" refuses to register the information system in the Catalog and connect to EIS "Tunduk" on the following grounds:

— the information system does not meet the technical requirements established by Requirements and the operator of EIS "Tunduk" for connection and interaction;

— information to the operator of EIS "Tunduk" was provided by an unauthorized person (a person who is not an authorized representative of the owner of the information system);

— the data entered in the Catalog contains incomplete or unreliable information.

In case of registration of the information system in the Catalog and joining the EIS "Tunduk", the participant of the EIS "Tunduk":

— receives an authentication certificate of the security server, an electronic signature for its information system in the certification center and registers its security server in the EIS "Tunduk";

— provides the authentication certificate of the security server, the certificate of verification of the electronic signature of the information system to the operator of EIS "Tunduk";

— sets the private key of the authentication server certificate, security certificate of electronic signature verification information system (systems) on your server security.

Operator of EIS "Tunduk":

— verifies the data specified in the authentication certificate of the security server, the certificate of the electronic signature verification key of the participant's information system;

— registers the authentication certificate of the security server, the certificate of the key for verifying the electronic signature of the participant's information system in the EIS "Tunduk".

After performing the procedures specified in this chapter, the information system of the participant of the EIS "Tunduk" is considered ready for interfacing with the EIS "Tunduk" and interdepartmental interaction.

— the information included in the Catalog is publicly available, except for personal information, which is subject to the requirements of the legislation of the Kyrgyz Republic on the protection of personal data (personal information).

— there is no charge for the use of the software components of EIS "Tunduk" and the user interface of EIS "Tunduk".

— the costs of interfacing, development, administration of their information system, as well as authentication, are carried out by the participants of EIS "Tunduk" at their own expense.

— the operator of EIS "Tunduk" can provide paid services.
