The Unified Identification and Authentication System launched in Kyrgyzstan. Why is this important?

Kyrgyzstan is implementing the "Digital Kyrgyzstan 2019-2023" Concept of Digital Transformation, the main goal of which is to increase the efficiency of government agencies and improve the level of public services provided. These works have acquired particular urgency and significance in the context of the coronavirus pandemic.

An important part of the digital transformation is to provide all citizens with access to all state electronic portals using a secure method of user authorization. To solve this task, the State Enterprise "Center for Electronic Collaboration Tunduk" under the State Committee of Information Technologies and Communications of the Kyrgyz Republic (SE Тunduk) has developed and implemented an information system of the Unified Identification and Authentication System (ESI).

The ESI serves as a single-entry point for citizens and business organizations into all state e-services portals, i.e. it excludes registration of citizens or business organizations in different information systems separately. To put it simply, the ESI has full legal force when a user authorization is performed.

The main advantage of using this method of authentication is that one only needs to register once, using the ID-card of the 2017 sample or cloud electronic signature, which can be obtained free of charge from the Population Service Centers, and in the future users will be provided with online access to all electronic portals of government agencies that have already connected to the ESI.

What is the benefit to citizens? A huge saving of time in the first place. With the help of the ESI you can get a certificate of disability, check your pension status, get information about a movable and immovable property, make an appointment with a doctor, etc. on the State Portal of Electronic Services, and all of this - online, without leaving your home.

What is the benefit to the business? With the help of the ESI, commercial organizations will be able to submit various reports without wasting time on standing in long lines in government agencies. Financial institutions (for example, banks) will be able to connect the ESI to their systems to simplify the process of opening an account, for example.

For government agencies, there is no need to develop systems for registration, accounting, and administration of users, which allows optimizing and saving financial resources. At the moment, the State Portal of Electronic Services (portal.tunduk.kg) and the Voter's Office (tizme.gov.kg) are connected to the ESI, and integration with other information systems of government agencies and commercial organizations is underway.

For convenience, users can also set up a login using a login and password, and choose the two-factor authentication method, which provides additional information security for the account.

Over time, the number of e-portals connected will only grow, and having an account in the ESI will become a necessity for citizens.

Registration in the ESI and further use of the system is free of charge.
